Unless I misread, which is possible, the new bikes do not have a cooling fan, the engineer did say one was available if necessary for parades etc. I looked in the new P&A stuff for '17 and there is the fan asm for sale.
Apparently the new motor will cool itself just pumping water thru the radiators?

The cooling fan I saw wasn't for the radiators, but instead it is designed to draw the heated air away from the rear cylinder and exhaust system and blow it toward the ground.  In other words, nothing to benefit the engine, just a way to draw hot air away from the rider.  It replaces the right side frame mounted heat deflector.  Seems a bit strange, but time will tell if it actually makes a difference in stop and go traffic.

The Twin Cool system still uses dual fans for the radiators.

Yes.  It's only for the bikes without Twin Cooling.
