2014 Ultra CVO Knock after a rebuild upgrade?

I have a 2014 CVO ultra and at 40000 miles it blew up, this is my second CVR to blow. On the advice of our local dealer they installed Screaming Eagle lifters, adjustable push rods, C&C heads camplate, screaming eagle high flow oil pump and axtell oil bypass. I had a lot of rocker noise on the front cylinder on start up after 300 miles the noise got way worse after the bike was hot then cooled for about 2 hours. The noise was terrible on the restart so they pulled it apart and ended up replacing the front head and adding rocker lockers. It was perfect for the first 150 miles now the noise comes and goes and the oil pressure is jumping 3 to 7 lbs at a constant speed on the highway with an occasional 10+ spike. What is normal?

Nothing you described is "normal", or better yet "acceptable".  The first mistake was not shutting it down when you first fired it up and heard all that noise, and not having the dealer keep it until they got it right.  Riding it 300 miles isn't going to fix something like that, but it can make it worse.

The oil pressure should not fluctuate at all at a constant speed.

When you say the engine blew up, what exactly happened and what was done to repair the engine?

A lot of questions here. Why did they let you leave and ride it at all? And why did you not leave it when it was noisy? What happened to it that you had this dealer working on it, blew up is pretty vague. Also why did they change the oil pump, cam plate asm with aftermarket stuff? This is one system that seems to work OK on the bikes.

With the axtell bypass I have a constant 40ish outside of idle.  Teens at idle.  I had this pressure with stock plate and now with high flow pump and SE plate.  I changed pump and plate after 110,000.

The start of the problems were after an 8000 mile trip to Alaska, on my way to work after the trip 1 mile down the road I lost the front cylinder and the dealer told me the lifters, valves heads chain tensioners Ect. Looked like they were run dry and shot. They were not. I had the same thing on my 2011 and asked how to ensure this wouldn’t happen again so they suggested the upgraded parts.
After the first rebuild they insisted the extra noise ‘Clicking” was perfectly normal and yes I know it is not. That’s when I put the 300 miles on and the noise changed from the start up clicking to a loud noise after a 2hr. cool down and restart. I took it back they said the valve in the front cylinder was not seated properly and ordered a replacement head.
The bike was perfect. No noise for the first 150 miles. Then it started with a lot of noise at startup and got quieter when the bike is hot. Now they are telling me the jumping of the oil pressure in “normal” and have no idea on the noise “clicking in the front cylinder at startup”

You need a new shop to take over the helm. New parts from the aftermarket are not always upgrades and SE lifters fail just like the originals did. There are better parts to cure the issues you have but a good indy shop will know about those and lead you properly.

This dealer's statements and the problems you're having are not inspiring confidence, so I have a question: For the first rebuild, did they flush and clean the oil pan and the oil system to remove any metal shavings from the "explosion?"  Might be why it's still having issues.  Check the repair order for any mention of cleaning/flushing.
