Rear Wheel bottoming out. Fender rubbing

I have an 08 Ultra Anniversary CVO with stock HD premium lowered air shocks since install. Now have 60,000 on it. Bottoming out present. Ripped one new tire. Checked on fender rub and found seat nut rubbing on tire. Put more air in shocks and improved somewhat. Still bottoming out on rough interstate and notice rub of fender. Do shocks wear out? Does the damping get weak after extended use say 60k? Looking for ideas.

Time for new shocks. Those are worn out.

If you are going to keep the bike I suggest Ohlins, If you plan to sell it, you can choose whatever you want.

Yeah leaning that way.  Just wanted to make sure no other issue like swing arm or bushings could cause.  Thanks for the reply.

Even if the shocks are worn out, and I have no doubt they are at 60k miles, the shock should bottom against its internal stops BEFORE your tire hits anything.  Originally the bike came with full length (13") air shocks; if I read your post correctly you installed the shorter (12") low profile air shocks.  That alone shouldn't cause the tire to fender and seat bolt issue, since Harley used the same frame for the bikes that came stock with the shorter low profile shocks such as the Street Glide or the earlier SEEG CVO.

Is the tire the standard size?  Is the seat bolt the standard length stock part or something else?  Has anything else changed?  Get some new shocks, but also investigate the other items.
