When I look in the on line Mo-Co Genuine Motors Accessories section "Shop for your bike" 2008 FLHTCUSE3 - Exhaust; The Harley-Davidson® Touring Mufflers p/n 65259-00 is coming up as an option for my bike. It says however; "Fits '95-'05 FLT, FLTR, FLHT and FLHR models, including EFI models. Requires separate purchase of two End Caps."

I had these on my 2003 FLHTCUI and really liked them.

Does anybody know whether these will work on my 2008 FLHTCUSE3 (international model)?

Work fine on my '07 international model.....   They'll be fine on your 08, though they are very quiet and the sound is not a good one on the 110" motor. (I use them to keep the noise down on very long trips)

Thanks for the feedback. Do they sound better than the ugly and quiet stock European mufflers?

In my opinion they sound worse!  One thing I'd try would be to use two right hand stock European ones, remove the flapper valve with true duals.  I suspect that would sound great, if you could bear the rust inside the open ends!

I canot bear the rust inside the open ends. Who thought of such a silly construction? It started to rust after only a few weeks.
Anyway, I'll may try the stock US ones so that I can change the end caps and also get a little more sound. I do not want too much sound, but a littel more than the stock European.

It helps to paint the inside of those ends with decent enamel like Hammerite - though you do need to repeat it periodically.
