In theory yes the VE's would stay the same, In the real world no they do not, close but not the same. I always do Vtune with the final CLB's in place.

After reading all these posts on tuning, is there any thing I can read prior to getting my TTS setup?  I plan on ordering the Fulsac Stage one system, but have not done that yet.  I also wonder if I should order with the license for two motorcycles, I just bought an 05 SEEG which has the HD tuner, but this was done in 05 so I gotta believe the software has changed/improved.  It may be better to buy a new license rather than try to update an old unit.  Any thoughts?
