CVO Head sets

Hi, I Recently bought a FLHRCUSE3 and it came with only one head set, is this normal, or should there be two sets?

Unfortunately they only come with one head set. I got the dealer to throw in a second set as part of the original deal.

i picked up three sets on ebay

i have four - two full face helmets and two 3/4 helmets for hot days

less than 125 for all
