I just purchased the single lock. You're right though, I remember a year or two ago there were two in the package. The 2009 P&A book shows two kits, one (1) piece and one (2) piece. The single is $46.95 and the dual is $89.95.
Maybe the dealers are just stocking the single package now.
Anyway, I put mine on and it took all of about two minutes. It took me longer to find the correct Torx bit and my Blue Loctite than to change out the parts. Not sure about the older kits, but mine is able to be used in either left or right hand sides of any of the bracket mounts. I put mine on my TourPak right side as it's the high side of the bike on the stand and you can get to the lock with the key without cutting down the key.
Years ago I read here that when these were installed, you could NOT get the key into the lock because the key was too long. Someone here actually started cutting them down and rebending them for some of the guys, but mine fits great just the way it is.
With about $1,800.00 invested in the TourPak, bracket kit, LED Spoiler, bottom liner, lid organizer and the cost of the painted to match TourPak, I want some degree of protection. At least they will have to do some work now to rip me off, versus just flipping a couple tabs and walking away with my TourPak...
But for $50 I feel it's a good investment.
