There is no startup timing to adjust in a HD Delphi system. For point of reference it is coded in at zero degrees. Once the motor starts is goes to the Spark Advance tables for each cylinder.

Since i put new cams in when mine is warm sometimes it does the same thing. tries to start after just touching the button but just coughs out the intake then has to turn over a bit before it will start again.

Not discounting what Steve has stated about the zero degrees while starting, but while idling with zero throttle my Spark Advance is being controlled by the Closed Throttle Spark Table according to Data Master.

Once the engine is running it will go to the Closed Throttle Spark table. The issue is before it's running and that is where the zero timing comes into play. Now it does not just switch from one to the other once it starts but ramps from one to the other. Since the zeero is not anything that can be adjusted you could mess around with adjusting a few tables. The main spark tables at the top right corner of the screen, 750 RPM @ 90- 100 kPa and the closed Throttle Spark, 700 RPM @ the temperature range you have your issue. These are the only tables it can get at when starting to run so it might help some.
