4 pt quick release mount question

I got all my stuff (tour pack, 4 pt mounts, etc) for my SERG. My question is this. My 4 pt bracket that mounts to the bike fender has a spacer and a nylon "roller"that can be stacked either spacer first or roller first. My tour pack mount appears to fit the spacer instead of the roller which is odd to me as the roller ends up outside of the bracket. If I stack the rollers on the inside the tour pack mount won't fit (the tour pack mount ends up being too narrow to fit over the rollers). The "nylon rollers" are actually loose/sloppy when I slide them in the mount and the spacers are tight and seem to fit better. This is the front mounting point that I am referring to.

Hopefully my rambling makes sense to someone.  :confused5:

I rode over to the local HD store and determined I have it mounted correctly.
