2007 Ultra SE Front wheel bearings

I have a 2007 SE ultra with only 7k miles. My problem is the front wheel. This factory wheel is solid on one side of the hub and has plastic caps behind the rotor on the opposite side of the hub. Water has collected inside the hub due to the plastic plugs and eat the wheel bearings up with rust.I had to replace the bearings. Has anybody had this issue? Thanks for your help.

 I have had to replace the front wheel bearings on my 07, cvo ultra, at around 40k miles.
