There have been several different opinions about when they started building the CVO touring bikes on the production line. Does any body know when they stopped hand building and started production building the CVO touring bikes? Did it start when they made the frame change in 09 or when?

I think the 09's were the last of the hand built CVO's.

This is a thread started late-June '09 presumably by an HD employee being moved along with other CVO assemblers as a result of CVO assembly being moved to the regular production line at the York plant:
