There are many threads and posts on that subject, especially on the Road Glides since '09.  Try searching for "decel wobble" in the Road Glide board.  Here are some threads:

The single largest contributor to the problem seems to be improper steering head bearing preload.

Was asked in a PM about "fall away" and steering head issues.  Someone interested having trouble with the text based description.  The Road King project is in a spot to see it well visually so made a quicky iPhone video. 

You can't always see my hand at the left handlebar.  But it pulls the bars all the way to the left stop and gently releases.  The front end of this bike doesn't have a wheel, brakes, fender or fully loaded handlebars.  When all that gets on it'll fall a little farther.  But what you see here is a 1/2 turn response.  After turned loose from full left it goes back to just about straight down the road. 

When the front end is fully loaded I expected this one will be about one full turn.  That's tighter than the old spec.  But that's where I like them.  Click the link for the short vid.

As stated above there have been many posts on this including my own on my 11 SESG . When I aired my tires up to the max stated on the tires mine went away totally. I see a lot of people run less air pressure to in theory attain a softer ride. Very dangerous and not a good idea at all. This is especially true on bikes like mine with the lower profile tires. Don't know for sure if that is your problem but you might check it out. Somewhere in the vicinity of 40+ should be your recommended tire pressure. You will feel the road for sure more but it is safer and your tires will last longer. So might you.
