..grey fiberglass bottom section, or the black ABS type material. Mine is a '01 and I was wondering if it was replaced since it was black ABS.

When i bought my 05 /rest its soul .... it came with a black mat at the bottom of it rubber type material non skid.  My 03 ultra also came with a like material in the tour pak.

Thanks guys, let me restate:

Is the material for the chopped tour-paks in 2001....made of grey fiberglass (as they have used in saddlebags for years)....or the black ABS (the new standard since 2004??).

It is all black ABS.  I've had mine apart and it is the same material in both pieces for a 2005.

My 01 SERG has a  fiberglass top and ABS lower. I think they used ABS because of the changer.

All the grommets are the same.  They may look different due to  the difference between ABS and fiberglass.  Your bags are fiberglass, but the new bikes are all ABS.
