Hey,  I have noticed this on most if not all HD's today.  The brackets for the guards and fender and either close on the right or close on the left.  Have seen very few that were exactly even.  My personal bike is one of the best I have seen as for close to even.  Have 3 different friends that had 04 wide tires put on 03s and had these brackets rub the tire on one side or the other but only after the wider tires were installed.  On one of them, the engine alignment was out from the factory so the rear tire was actually not straight in line with the front.  On the other 2,  taking everything loose and adjusting the fender alignment, brackets, saddlebag guards, etc, then retighten it all up took care of things.  We had to keep some pretty good pressure on the alignment to keep it where we wanted it until all was tight.  I would hope that your scooter did not fall on its side and possibly push things out of whack.  If not maybe try the loosen and adjust method above.  Good Luck!

Mine looks to be centered in the fender.

Mine is not perfectly centered...  :-\

Glad to at least read that it was not just my bike...  I will measure it to validate is not my eyes playing tricks on me...
