I have a Gen 2 iPad and am looking to audio record notes or dictation. I end up using video with the lid closed so it's only audio. Is there a feature I'm missing out on, or an app for this?

Not sure of the correct answer here but I've used the video audio before.

There is an app called voice memos that works good for what you are trying to do. It is in the app store for free.
