...and would like to drill the holes in my TP BEFORE I go south to Washington (Ship Happens in Sumas) to pick it up, so I can install it right there in the parking lot.

Any one have a template that they are done with and willing to part with?

Prefer with the 'no spoiler' portion intact.

Hey Dan, my Harley rack didn't come with a template. I didn't see any mention of one with this item either. The way I see it you have 2 choices to fulfill your plan. Bring a drill motor and bits, some painters tape, and some sort of marker and do the install in the parking lot or PM me and bring it by the house and we'll install it here. I'm about an hour south of the border just off I-5 in Marysville. Where are you picking it up?
