My fuel gauge has the jitters !!!???

I just got back from a short 200 mile ride, and about halfway thru the ride, my gas gauge started bouncing around any time I hit bumps, turned, or did anything to jostle the fuel in the tank. I filled the tank to see if that would help. The gauge stopped acting like it was "on crack" while it was full. As the fuel was being used up the problem came back. The needle on the gauge seems to be most erratic as the gas gets below 3/4 tank and lower.
I pulled the fairing, found no issues that I could identify, but that isn't saying much,  :-\, however there is a good ground, and voltage, so I pulled the guts out of the tank. If I slowly move the float back and forth, the gauge moves but not real smoothly. It seems to register the proper level based on the position of the float. If I move the float quickly, I get the jumping on the gauge as when I was riding.
I have read that their is an electronic buffer built into the gauges so that as the fuel sloshes around in the tank, the needle doesn't go nuts. I have also read that when this thing goes bad, their isn't a fix, you have to replace the gauge. Here is the problem; Harley orders the gauge, I put it in, it doesn't solve the problem, "too bad, so sad" Harley won't take it back. I even offered to just plug it in at the shop, in the parking lot, without installing it. Same think, out the door and I own it. Over $100 dollars to find out if it actually is the gauge.
