Starting Issue in Cold Temps

I am looking for some advice trouble shooting problems with the bike not wanting to start in the cold.  It could be as simple as replacing the battery but I keep a battery tender on it mainly during the off season.  It "chugs and chugs" but wont do a complete start.  Now, if I heat the room up it will start.  Just looking for some ideas for a fix here.

Battery getting weak. Mine did same thing. Replaced battery all is good now.

On a related note, what would be the cause (in the tune) of a motorcycle that starts fine but until it warms up it varies rpm's at idle, from normal to too low, and almost kills when it's on the low variable cycle? It's like it needs some choke until it warms up.

I couldn't help but notice that you only use your battery tender "in the off season".  My recommendation would be an habitual use of it year round.  We're from South Dakota, and other than the continual snow/ice/idiots on the road I've never had trouble starting...in an unheated garage.  :)
