problem with my ignition/fork lock.

I was out riding Sunday. I was checking some of the stuff going .on around Milwaukee. I went to lock the fork lock and the lock turned  just fine but the key would not turn to lock the forks. I tried removing the lock but no way will it come off . Any ideas??
