Trying to find specific specs among the mountain of pages in the government standards is a job best left to those with the patience of a saint, along with all the time in the world. It's amazingly irritating to us mere mortals who want an answer NOW.
I also haven't found the standard I seem to remember for cars and light trucks, so all I can add to this discussion is the fact that the company I worked for had a specification for the speedometers (just the speedo, not the entire system) of -1 / +5 at a true 60 mph. In other words, with an input to the gauge of exactly 60 mph, the gauge itself must show no less than 59 mph and no more than 65 mph. The vendor was required to keep and provide data, and that's how I know about this particular specification. I had occasion to request that data from our vendor plant (Visteon) when investigating an issue at the vehicle assembly plant. Their data over time indicated they controlled their process within -0 / +2 btw.
