I experienced similar with my 2011 FLTRUSE. When not secured properly, the saddlebag power lock wires rub on the rear tire and the electrical connection is either lost or short-circuited.
When the saddlebags are removed, it's easy to forget to disconnect the saddlebag power-lock wires first and inadvertently yank on them ....often pulling the connector assembly out of the black plastic retaining clip which is designed to keep the wires away from contact with the rear tire. Inexperienced workers at my dealership (CVO's are rare in Hawaii) have overlooked this so often that I would always "pre disconnect" the saddlebag wires before I brought my bike in for service
! This retaining clip is a poor design and a PITA to reattach
