While some of the parts in a CVO engine are unique to those engines, and some may even be called Screamin' Eagle parts, most of the parts in the engines are in fact just regular production parts.  For instance, the flywheel assembly (crankshaft) is the same one found in the other Twin Cam engines of the same model year.  The same is true of the oil pump and cam plate, bearings, etc..  And in your case the 2012 lifters were the same -C lifters found in the regular Twin Cam bikes.  In 2013 they changed the 110's to a new SE lifter with bigger bearings for the rollers, due to the high incidence of lifter roller failures in 110 engines in previous years.

When you buy a CVO, you aren't getting a Screamin' Eagle bike or a custom bike.  You're getting a regular production bike with an expensive option package, just like when you pay extra at the car dealer for the Limited or Platinum or whatever package.  In the case of a CVO you get a slightly larger engine, special paint and graphics, and many upgraded items like chrome pieces in place of plain black, etc.

Too bad about the motor problem but glad the dealership took care of it and that you have ESP to cover the cost.  You were more fortunate than I since the original motor on my 2012 bike like yours failed at 22k.  Regarding the lifters - it was most likely the lifter roller than failed causing the damage.  That has been my experience and that of many others.  Hopefully you did have them install the updated SE lifters rather than the original 'C' lifters which as grc noted are prone to premature failure especially in the 110s.

And the new SE lifters fail just as often from what I can tell.  My 15 SERGU had lifter failure at 43800 miles, two years old motor had to be replaced as the needle bearings went all through it.  A very good Friends 15 SERGU had lifter failure at 36K miles, 17 month old bike, motor also had to be replaced.  Another friend 14 CVO limited had lifter failure while we were at Mount Rainer all the way from TN, his bike had about 22k on it and 14 months old.

I know of several others 14 and newer with lifter failure.

Its a 110 issues, and I believe due to the high pressure of the valve springs in the 110 and the angle. Same lifters do not fail often in the 96" motors or the 103 motors.
