For something like this I would not say to go to a dealer unless the dealer is Latus or Hal's or one of that level and is known for doing lots of motor work. The problem with getting someone else to lay it all out and then have the dealer get involved is you could not saying you would but could have issues like Howie did and then have the dealer say sorry you need to go somewhere else after they did the install etc. I would tell you since it is a winter job that you might be best served delivering your bike or motor to the person that is going to do all the work from start to finish and expect them to be accountable for it. I don't specifically know anyone in Cleveland but here are some names I would recommend you talk to they may even be able to recommend a shop they deal with in you area.
Another suggestion would be if your planning on doing a rally say Myrtle Beach or Daytona in the spring that you time dropping off your bike to whoever and then on your way to the event pick it up and break it good on vacation. Then after the event stop back by builder get your final tune done and head home

I would be cautious about going with ANY dealer unless you know the specific person doing the work. The reputation of the dealership doesn't mean much of the guy doing your work isn't someone you know. Dealerships tend to have a lot of turnover in there service departments. If you don't know the person, then it is the luck of the draw...even with a dealership like Hal's. I had Hal's do some dyno work a couple years back - and afterwards the bike ran like chit. I took it back and got the story of "the tech doing my dyno work was new - ect. We'll fix it for you."
I declined and got my money back instead. I then took it to Wayne Hanson of Speed's Performance and had it done right. As Wayne explained, he does hundreds if not thousands of tunes each year - while a particular tech at a dealership might do a two or three a month. So, expecting the same level of expertise at a dealership is not realistic. My opinion is any shop like Speeds or Cycle Rama or Baisley or R&R is going to give you a better result.
