The electronically managed throttle isn't specific to the CVO bikes.  It is specific to the touring models; at least for now.

Yep, but I will be glad when HD decides that all is well with the drive by wire system and they start using it on other non-CVO bikes.  HD should start making optional handlebars for the bikes with the drive by wire system when there are more that a few thousand per year produced.  I would really like to have a set of pull-backs like I had on my 02 Ultra for my 08 SEUC.

That was the first or second thought that popped in to my head with the electronic throttle control was announced.  "Hope the bars are comfortable.  Because no one else is going to offer anything for awhile."

Throttle by wire is on all '08 Touring models, not just CVO's.

I would guess that there are probably more pull back bars sold than tall boy versions on the previous model years, your guess is as good as mine as to why they didn't offer a pull back version along with the tall boy version.  Check with a good dealer, maybe they have updated info on pending availability that hasn't made it to the catalog yet.
