My dealer talked with HD GHQ, they advised that they had just become aware of the problem with subject part,
1) they are going to do a redesign, but it will be awhile  (most likely early next year)
2) we will be premitted to return 53260-09 when the new rack is ready, & exchange
3) HD will (one time) replace the fender separators that are/were damaged during install of  the old rack.

So discuss with your dealer & document so you are "on file" for the new rack when available & for the replacement fender separators.

I have not yet tried to mount the solo tour pack rack yet, as I do not have the pack yet, just the rack.
