Can you identify

I think this is the garage door module, if it is, can I buy the reciever and make it work?

Yes, that is indeed the garage door opener transmitter.  All you need is the receiver, which you can purchase from your dealer.  Follow this link for the instruction sheet with the part numbers and full instructions:

Thanks Jerry, at least I have half of it.  I am assuming the harness has been modified, tapped into headlight harness, see photo.
