A very nice little old lady hit my nike with her car. On my left sidebag it put a small scratch on the edge of the cover and a small scratch on the bag. Both no way near the stripes. Harley told me there is no way to paint it and a replacement cost is $1350. Can anyone help? I really don't want to charge this nice lady all that money.

Harley sells touch-up paint for all there CVO's. It's pricy but cheaper than a full re-paint.

if it was the other way around would she be letting you off, or her insurance company cutting you a break?

From your posted bike pic, looks like you have same paint as mine.  Would appreciate it if you could post the Harley part numbers for the the Sterling Silver and Twilight Blue touch-up paint.  Stopped at my dealer today to order and after 15 minutes of checking parts book and Harley's on-line inventory site, they couldn't find the part numbers.  Thanks!

You spent too much on your bike to have it looking like crap.  She'll have no deductible on a liability claim.  If she isn't a habitual problem driver that shouldn't be on the road in the first place, maybe she hasn't had any accidents reported and she may be eligible for accident forgiveness with many insurers, which means her rates wouldn't even go up. 

One other thing is that insurance companies have what they call a "threshold amount" of damages that will cause rates to go up.  If the damage isn't over the threshold, her rate will not go up at all.  $1350 is going to be very close to the threshold amount.  If she can check her policy documents, she may be able to find the actual amount and you could get the settlement adjusted to only pay up to the threshold and have her pay you the other $50 to $150 out of pocket and you get your new saddlebag.
