What's the difference between 96" and 110" SE Heads?  If I build a 96 out to a 107, are the 110 heads better?

Assuming you are referring to the stock SE 110 heads like those installed on the CVOs, the answer is no, they are not better and will just be an additional expense. Both will require modifications by a reputable craftsman to achieve their potential, but I think you'll find that the 96" heads are a better starting point for real world riding. The SE MVA heads are another story, but much more expensive. Save your money and work the 96" heads.

I'm sure Don (Head Designs by Dewey) will weigh in when he sees this thread.

Quick answer: YES............but..........

Check with Don (Dewey's heads) or a few others on here for their services. Your 96 heads can be made to perform very well with little cash.
Depends a lot on what cams you plan to use, I would suggest talking to your wrench to discuss your goals and riding style so you don't repeat any part of your build.
With your goal in mind, your wrench will be able to put together a complete "package".
Hard part is finding someone who you can trust in your area!
