To be a bit more serious in my answer;
This kit is most likely used to reduce the max hp to comply with
the EU driving licence grades.
As a beginner you are not allowed to ride a bike with more than 33 Hp.
As you gain experience, you can legally remove the restriction or upgrade to
a more powerful bike.
