Yes, at least from 2004 to present.  1.4kW, and compared to the aftermarket parts the H-D part seems to be pretty good, surprisingly enough.  If you manage to cause it to fail, however, you can probably get the dealer to replace it with the chrome version (31621-06A for '07 and later) under warranty, with you only paying the difference.  There are more than a few on the site who have done that.

This Kuryakyn 8638 starter cover will fit though.  It is made for CVO starters.  Here's a pic on my 2010 CVO Street Glide.  It has 2 miles on it and I have all ready spent way too much money on it!

You are right, it only covers about 2/3 of the starter.  I don't know why they didn't make it longer.  Here are a couple more pics from each side.

Well, my lovely one and i DID make the cover fit. it wasn't fun, though. we had a good bonding, during the fit up process. the end cap is different, but the two screws still lined up. just rounded the bracket out a little. i wasn't gonna let a piece of metal kick our butts. it was the bracket on the end that was a pain! it looks good though, after it was done. it was still was worth it. BTW, i had to tell the parts dude at the Harley shop, don't sell them for people with the high torque starters. he said the book doesn't say that, DAH!!!! :nixweiss:
