Actually, there are four manuals. The regular manual for all 2009 Touring models, then the supplement for the CVO models, then the parts manual for the CVO models, and then the Electrical Diagnostic Manual for Touring Models. That's the one that has all the info on the electrical and engine management systems, including fault codes and repair flow charts.
How detailed do you want to get? If you just want to know about the basics for simple maintenance, stick with the regular Touring model manual. The Supplement will add some information specific to the CVO, such as the 110 engine, hydraulic clutch, etc., that H-D should provide free with the purchase of the regular manual but that would mean forgoing the chance to make more profit on the CVO purchase. It's not worth the price they charge, but then again what is?
