Flaking chrome on forks ???

I was just wondering if anyone had the same problem, I have a 08 FXDSE and the chrome on the forks is already pitting and flaking off. I took it to the dealer and they asked if it was parked in a heated garage and that they do not know if it is covered or not. The bike has only 3,012 miles on it , and I have deployed twice since I have bought it so it is not do to road conditions. Has anyone else had this problem ??
