I have been told by the dealer that I don't need to tune my 2012 CVO Streetglide after adding the Freedom Duals and 4" Racing slip Ons. The bike has increased torque and HP. The bike is alot quicker than before the mod. But what would be the best tuner to add? Or would you add one to this set up? I look forward to input from others that has already crossed this road!!!!! 
Your dealer is wrong. With JUST slip on mufflers, you can get by without modification of the ECM tune, but if you changed the entire exhaust system out, which gets rid of the CAT, you need to get it tuned. There are many options, but I am a fan of the TTS Mastertune, but basically you need to use whatever device your tuner is comfortable with. You live in North Alabama, so I assume you are using either Rocket City or the new Natchez HD over near Florence. Whichever dealer told you that it does not need to be tuned...avoid them because they don't know what they are talking about. If that is Rocket City, I'm not at all surprised. Natchez is under new ownership (used to be Foster's HD) so I have no comment on what kind of dealer they are, or what kind of service dept they have. Very few HD dealerships have people who can actually tune a bike, even with HD's own product, the SESPT. If you use the HD race tuner, be sure and get the one that is the PRO race tuner...there is a "street" version as well, and it will NOT do what you need to do.
The TTS is better, IMO, but both function in similar ways. While devices like the Power Commander work well, they are a piggyback device.
Rod's Performance in Hanceville, Alabama is an authorized TTS tuner. The only thing with Rod is that he is kind of old school and likes to tune the bike in open loop mode...just tell him that you want a map that still runs in closed loop in normal cruising ranges.
