Why is it that I never seem to succeed the first time, unless I screwed up?

Bet they appeal and get the union behind them and get re-instated.  Would not surprise me at all.

I'm willing to bet that this happens in the majority of large companies and factories across the U.S. I tended bar at a local watering hole close to a US Navy base that employed thousands of civilans. There were plenty of the same issues going on there also. A large number of these people also had extremely high security clearance. It was not uncommon for some of them to come in for lunch between 1 to 3 pm and leave around 6 to 7pm so drunk that they hardly stand up. It's not just the UAW it is everywhere!

No doubt.  Union on board ..... Government on board.  Alarming ....
