steering head bearings

I would like to adjust my steering head bearings on my 2010 dark.  I have done this on many bikes including harleys but never an ultra.  My service manual says to remove both the outer and inner fairings but I have also read you can just remove the outer and radio.  Has anyone here done this on their CVO ultra?  Google has failed me on this one.

Harley seems to be confused also, since they have it written up differently depending on which manual or bulletin you read.  Read the attached pdf file that updated the manual for the 2009 Touring models, and you'll see that they don't mention removing the inner fairing, just the outer and the radio, and then only if you are making an adjustment versus just checking the swing.

Jerry, I know that adjustment is critical but is all this really necessary in your opinion?  I mean for goodness sake you would have to do some serious disassembly on the CVOs with the hydraulic clutch and all to get items that could affect the swing out of the picture.  It just does not seem to be all that precise to me but I am certainly not an expert.  Just wondering.  And is this procedure also in effect for the 10 and 11 models year bikes?
