Rear lights not working, Solutions?

I got pulled over last night because my rear lights are not working. Brake light, 4 ways, and license plate light work fine.  The rear lights are always lit but dim then you brake and they get very bright.  Has anyone experienced this and know of the solutions to fix? I have not dug into my book or looked at the bike yet. Figured someone might have some insight to limit the time to find this posible ghost which could easlly be a blown fuse (that could still be a problem, why did it blow).

Look inside the rear fender sometime the wiring comes loose and the tire rubs the wiring and it shorts.

Pulled the bulbs yet to check for corrosion?

2 blown bulbs. Very weird that both blown.

Lost both my running lights in the rear in less then 500 miles on my 2011. seems like bad bulbs. New ones from a local auto parts store lasted 6500 miles and no issues.
