What is the best choice?

There are many posts regarding these set-up = have a search and a look at the many responses. I have power duals with hi-outputs, some have monster's and many in the US have fullsac.

Fuel Pak is the least technically capable form of fuel tuning system. Having a limited number of base maps and no capability to be adjusted correctly.
It's Plug and Pray

Try TTS, SESPT or an Auto tune system of some sort
