I'm sure this is a dumb question but what year did HD start installing cats in the exhaust systems? I'm sure the Peoples Republic of California required them first but I'm a new Harley owner and have a 2008 CVO ultra Classic California and thinking about changing out the system to give a better sound and maybe performance.

Depends what model bike you're asking about. I believe the 2009 CVO Touring bikes plus all Cal. non-CVO Touring bikes, then all touring models in all 50 States in 2010.

Yup, pretty sure your 08 Cal model has a cat.  There were a few years they had cat's in the slip ons themselves....I think yours is one of them.

Correct The CVO Baggers had cats in the muffler inlets from 06 through 08.

Thanks to all for the info! One more question, can I remove the Cat/baffle following the proceedure at the Fullsac websight to install the fullsac CVO baffle?

Retired Rider, I don't know about the rest of the states, but I live in CA. and my 1995 FLSTN came with  cats in the mufflers. (that lasted about 100 miles then put on the original SE mufflers) Can you imagine all the mufflers they sold because of that? It was muffled to the point where you could hardly hear it run. Even the engine was quiet.  I think the 09  SEUC was the first year they put cats  the head pipe. Yours, as someone already stated are most likely in the mufflers so if you want to have more free flowing exhaust you can probably just change out the mufflers. Maybe Steve can put a set of his baffles in for you. IMHO his  1.75 baffles (leave the packing in if you have it ) are perfect for a touring bike.
