I need tuner advice

OK, here's the deal - I have a new (to me) 2002 fuel-injected SERK that has just under 7000 miles on it.  Other than some slip-on mufflers (I can't find an ID mark on them anywhere), I believe the engine is bone stock (95 cubic inch).  There is a hesitation in the 1700 - 2000 rpm range that I believe is a lean condition at cruising throttle levels and a lot of popping on decel.  I am new to HD and all of the tuners and tuning that seem to accompany them, so I am looking for a fix to this problem.  I have been reading all of these posts, have ZERO experience or knowledge of any of them.  I don't know if there is a dyno or competant tuner anywhere near me in Louisville, but I do know that the way it runs in that rpm range sucks and I'm looking for some advice on the fix.  Any advice?
