I think that's the liner that came as standard with my CVO. Does the job as expected, it protects loose items in the bag and reduces noise. In an ideal world, the inside of the saddlebags would be flat without all the notches, but that would require a different design of the saddlebags. If yours came without any liner, it's a worthwile improvement IMO.
Alternatively, check this thread where somebody found another (cheaper) solution:

I think that one is removeable; it's installed with hook and loop (Velcro) fasteners if I remember correctly.  IMHO, it's a nice touch that should be standard equipment, especially on a $30k and up CVO.  Not sure how it would fit with extended bags. :nixweiss:

Depending on the year model, you need the liner to protect the module, wires and tubes on the automatic locks that are mounted in the bottom of the saddlebag.

I wanted to remove my liners since my bags stay fairly full but decided to leave them to avoid any damage.

I believe you are talking about the Tour Pak liner.  The Saddle Bag liners are zippered bags.

The above form fitted saddlebag liners do fit standard hard saddlebags and the 2009 SERG bags with the separate extensions. I don't know if it fits newer bikes with the built in extended bags.
They are held in place with Velcro and are easily removable. Great for protecting things and keeping thing quiet in the saddlebags.

The zippered removable carry bags can be used with these liners as well. Used both on my 2006 SE Ultra.
