Yes - 100% sure.  ION sense has the ability to add fuel and retard spark.  It has changed slightly over the years, but it does have the ability to do both.

While the manuals state that undesired Ion Sense activity can be caused by a combination of too-advanced timing and/or too-lean combustion, and that it's maybe best to try to add a little fuel before pulling a little timing, these are aspects the human who's doing the tuning undertake.  So far as I've been able to determine, the system as we have it only actively pulls timing and does not actively alter fuel.

Perhaps you could take a few minutes to check your sources and get back with us about it if you find something different?  I'm not suggesting the EFI programmers couldn't do whatever they wanted in this regard, just that all they did was use it to modify spark timing in this case.
