Heavy Breather Instalation problems

Hi All
I am installing a SE Heavy Breather 29299-08 got every thing perfect except the Filter. First I can't believe they give 2 sided tape to stick the chrome collar to the filter. Well it isnt sticking I thought I removed the oil from the rubber so that the double sided tape would stick and it did till I started tightening the hose clamp. The band around the clamp put pressure and pulled the double sided tape away. The clamp seems to be a little too wide where it s banded.
Any sugestions what to do now, anyone else ever have this problem? All I can think of is to glue it, screw it or leave it off(ugly)
If I should glue it what would work best?

Harley parts I've bought that had double-sided tape didn't hold well either.  I replaced the Harley tape with the double-sided 3-M tape that's used to adhere auto body trim pieces.  Nothing has come off yet.
