Check where the harness enters the housing.  Water goes in there and collects behind the bulb.  Gets trapped back there by the socket assembly. 

Cover that entry point with some marine grade silicone.  That's the best solution I've ever come up with for that problem.

That makes alot of sense to me, that the water is coming in there.  I will give it a shot. 

Sometimes the easiest solutions don't always come to mind.   ::)

If so, I didn't sign up to be the beta tester.  Unless, there's a discount on a future purchase.   ;D

I believe I have figured out how water gets into the turn signals.

The wiring to the turn signals go through the passing lamp mount.  Water gets in this hole and collects in the turn signal housing, filling until the bulb shorts out.

I have sealed this hole with clear silicone chalking.  I think this will fix the problem.

Just like was suggested earlier.  I hope this will put an end to this aggravating problem.

Interesting development: 

Starting in either the '11 or '12 models, Harley now has a hole at the bottom of the turn signal housing to drain... water.

I might attempt to drill a hole in mine.  I haven't decide yet.

Funny how we have to sometimes beta test things for the Motor Company.   >:(
