Replace bag for CVO Cover for FLHTCUSE5

I'm missing the bag for the CVO cover that came with my 2010 CVO Ultra.  The PN on the tag sewn to the cover is 91636-09.  Is it possible to replace the bag without purchasing a whole new cover for $199.  If yes, does anyone know the part number for it and/or where it can be purchased from?  My dealer cannot find a number for it.
