Does Adding Slip-on Muffs Require ECM Change

A buddy just bought a new '13 RG (not a CVO) and got the dealer to throw in a set of SE slip-ons mufflers (not my choice, but oh well).  He wanted to know if he needs an ECM change, Power Commander, etc.  Seems I read on this site that changing to slip-ons only doesn't require a fuel mgmt change.  I feel better getting an answer here rather than from the dealer.

As long as he doesn't change the air filter/intake or change the header pipe, the ECM should adapt to the small change caused by the slip on mufflers.

But, even a stock bike can benefit from a proper tune...the key word being proper...
