Is the 2013 anniversary black engine parts powder coated, or black chrome. Which is more durable?

Black powder coat.  The following is from the description of the CVO Anniversary RoadGlide:

Thank you. A friend of mine is thinking of having the blacks sent out to be done in black chrome. He thinks it would be more durable. Do you know if that's true?
