If this is on your 2012, get the seat replaced under warranty.  It is major $$ and you wouldn't want to void the warranty by tinkering with it.  For an out of warranty bike, the power connector is only two-wire, so all of the controls are in the seat itself.  Could be a simple loose wire off the switch or a faulty switch/bad contacts.  If it was a resistor, it would work on high but not low.

Just curious, is it just the front seat that only works on low or does the passenger seat only work on low too.

Well today neither seat worked on low and the drivers did work on high. The dealer ordered me a new seat. Will be in Friday.

I have heard of this more than once with these seats.  You are doing the right thing by having the dealer get you a replacement because this problem has been documented as an internal wire issue that can only be corrected by tearing into the seat.

Went to the dealer to have the new seat installed. I was surprised as I was in and out in about 20 minutes. When I got up to pay my toll on the highway I stood up and the backrest fell off the bike. I pulled over to pick it up and then noticed the screw holding the seat on was only in about one turn. Great job by my dealer. Next week they are going to install my new shocks as the stock ones are leaking. I'm going to watch as the mechanic does the work. I sure don't want a shock to fall off on the highway.....
