I haven't seen the '07 but on '06 SE Ultras the air box is different from the regular non-CVO bikes in that the entire bottom section has openings to admit air.  I replaced the stock H-D paper filter element with a K&N filter element designed to fit the stock air box.  Seems to me as long as you have enough open area to admin sufficient air that is all you want.  I think the stock air box (at least on the '06) is pretty close.  After all that has always been the "poor man's" way to get high flow - just cut out part of the plastic backing plate for more air flow.

i have an o6 black crimson i put the roll your own a/c and the 98b slip ons & got the stage 1 down load from the dealer. sound is great i have a lean pinging right at 2900 rpm under load but as soon as i grab more throttle  the ping turns into a nice growle... need to get a sert or other tunable computer devise. if your looking for 98bs  jeff at santa cruz ca harley has 4 sets. very happy with the set up.

The filter is a basic HD paper unit that is identical to the filter I pulled off my previously owned 2006 Ultra Classic. If you purchase a high flow kit you will see the difference between the stock unit and the high performance. I swapped mine out with a Ness big sucker kit which includes a K&N filter, new back plate, and hardware. It installs in 30mins and is a very nice high quality product. The stock BLACK air box I removed from my 07 is in my basement with the stock mufflers. Trust me, with all the EPA and noise regulations HD must conform to there is no way the stock air filter setup is a high flow / performance model.
If you could, would you mind posting a picture of the stock items you describe above. Like I said in my post I haven't seen them yet, and am curious to what they look like. Thanks in advance.
