RINEHART PIPES ON 2010 CVO Convertible

Do I need to re map or tune the bike after adding 2 into 2 staggered pipes??

Yes, most likely otherwise it will never run smoothly.  You will also need a programable ignition module to download the map into.  I ultimately had mine dyno tuned because the download map never worked quite right.
