Progressive 944 ride height?

I just bought a buddies 2009 street glide and had a question about the 944's. On my 2009 CVO I put on the 940's and love them but I notice the 944's ride at 12 1/2" high and not at 12" like the 940's. I have them set at the lowest setting for spring tension. Don't like the extra 1/2" in height.  Could these be for a 13" application? I would consider selling  them or trading for some 940's.

I found that if I tightened mine to tq spec, it made the shock not pivot freely as it pinched it. I removed and setup with blue thread locker, tightened all four shock mounting bolts to remove all the slop, and yet retain free movement.
I found my initial measurements to be different from the next, and then again, oh, yea, that is how I found that my bike was not pivoting freely and changed it.
I got 12 1/2" average before change, now I am a little over 12 1/8th" while sitting on the bike. I'm ok with the 1/8th" or so, because they work so well!!!
Love them, hope U can figure out a way to make them work for U!

I have adjusted mine to the most pre load and it is nearly 13" eye to eye without me on it. It rides better with the rear end jacked up, the extra weight on the front wheel and tire contact patch gives me very clear info/feedback thru the bars. With the added grip on the front I find that I no longer drag anything no matter how far i lean over, the added clearance is great.
Downsides,
1) That I am on tippy toes
2) The lowered look isn't any more
3) 944's are covered by bags and U can't even see how cool they look

I called Progressive and they had me add another washer on the top and bottom of the shock. I now have them on both sides of the shock eye. This helped the shock from binding and allowed it to pivot. Problem solved. It now sits 12" eye to eye and allows the shock to move freely.
